The Los Angeles Anti-Trafficking Collaborative (LATC) was founded in 2003 to develop resources and expand services for trafficking survivors so they may establish healthy, independent lives. The collaborative is led by the Coalition to Abolish Slavery and Trafficking (CAST) and works closely with the 60-member Los Angeles Metropolitan Taskforce on Human Trafficking. The Taskforce, comprised of federal, state, and local law enforcement agencies and prosecution agencies, was first established in 2005 to work collaboratively with social service organizations to identify trafficking victims, increase the prosecution of traffickers, and develop training protocols for law enforcement to identify, rescue and place victims with service providers.
LATC provides training and technical assistance to partner agencies that serve survivors of human trafficking in order to expand case management services for trafficking victims. Additionally, LATC works to increase awareness of human trafficking, improve communications among member agencies, and collaborate with the LA Metropolitan Taskforce on Human Trafficking to successfully address new cases utilizing the nonprofit emergency response protocol and the Taskforce law enforcement protocol.
